The Swansea Domestic Abuse Action Plan is also designed to target more support to male and elderly victims of abuse.
The plan, which was officially launched yesterday at the Civic Centre, has been developed by police, social services, Women's Aid, ethnic minority groups, housing providers and survivors.
Domestic abuse reduction co-ordinator Shehla Khan said: "We are delighted to be unveiling this plan, which has been produced by a wide range of agencies.
"We have already achieved such a lot in Swansea, so the new action plan is much more stream-lined and focuses on what we hope to achieve in the future."
The plan covers a wide range of forms of abuse from physical, psychological or sexual through to financial, and sets out strategies for tackling them and supporting victims.
Between August and October there were 1,064 reported incidents of domestic abuse in Swansea — 526 of which were alcohol related.
Ali Morris, from Swansea Domestic Abuse Forum, said: "It is positive news that people are finding the strength to report abuse.
"I believe this is a clear indicator that people have faith in the services and support on offer in Swansea and this new action plan will hopefully give strength and support to many more people who are suffering domestic abuse."
