“Forget Devo Max - Plaid wants "half and half" financial powers
Plaid Cymru today set out a “half and half” vision for Wales’ financial powers as it unveiled its submission to the Silk Commission.
Publishing the document, leader Ieuan Wyn Jones effectively called for the Welsh Government to be given the responsibility for raising 50% of its own budget in the main tax areas, with the rest coming from Westminster in the block grant.
In their proposals, Plaid call for significant powers and tax revenues to be transferred to the Welsh Government including a significant proportion of income tax, VAT and corporation tax as well as powers over other taxes, including resource taxes.
In their submission the party says each UK income tax rate in Wales should be shared between the UK and Welsh governments, with at least half coming to the Welsh Government. Revenue associated with the balance would be retained by the UK Government, with the Welsh Government having the power to set income tax rates in Wales without restriction.
On VAT, it says at least half the VAT revenues in Wales should be transferred to the Welsh Government.
Such a system is unworkable in the form suggested , to work Barnet would have to go. You cannot have a needs based system coupled with tax raising & borrowing powers”
