Police say the 68-year-old victim was walking along Westernmoor Road in Neath at around 10.30am on Sunday when a woman grabbed the bag.
She ran off towards Wellfield Avenue, past Gnoll School.
Although the bag was later recovered, a red leather purse containing cash and credit cards was missing.
