WELSH Liberal Democrat leader Kirsty Williams has called for a proper functioning Welsh parliament with extra powers.

She made the call in the wake of the Westminster Government's submission to the Silk Commission on devolution.

The commission said the Welsh Government should have some tax-varying and borrowing powers, but the UK Government has rejected radical change.

Ms Williams said: "The Welsh Liberal Democrats believe that Wales must have a proper functioning parliament with additional responsibilities to create a stronger economy in a fairer society. We need a new model of devolution which clearly defines what is devolved and what is not, as in Scotland.

"It is for this reason that establishing the independent Silk Commission, able to weigh up all the evidence, was so important. The UK government has said that it is open to proposals, supported by robust evidence, to strengthen devolution."

She said the commission was about a big debate on the future of devolution.
