Swansea councillors conduct report 'waste of time and money'
A LENGTHY investigation into the actions of 32 opposition councillors has taken a step forward.
This week details of a report by the Wales Public Services Ombudsman arrived at the doorsteps of Labour and Tory councillors detailing the case against them.
The case stems from a highly charged meeting over Swansea Council's ill-fated eGovernment project in July 2008.
The meeting proved controversial when Labour and the Conservatives insisted the financial aspects of the deal between the council and its IT partner CapGemini should be discussed in public.
Earlier that week the Post had revealed that CapGemini had told the council that it wanted up to £8 million for the project.
When the Lib Dem-led administration objected, saying that the legal advice the council had received said the session should be private, opposition members called a vote against excluding the public, only to be defeated.
Councillors David Phillips and Rene Kinzett — leaders of the Labour and Conservative groups respectively — then led their party members out of the council chamber, refusing to take part in a private debate.
After a complaint from council leader Chris Holley, who suggested the 32 councillors had broken the members' code of conduct by voting to hold the discussion in public, the Ombudsman stepped in.
After receiving his report file — which weighs around 20lbs — councillor Kinzett said: "What is the point in having an election?
"I believe the matters in hand were so important that they needed to be dealt with in public."
Now the councillors will get the chance to reply to the report and present their views — lengthening the 19 month investigation even further.
Councillor Kinzett said: "It is a waste of time and money and the democratic process is at stake here."
A spokeswoman for the Ombudsman's office said she was unable to comment on the ongoing investigation.

If I was, "apologist for the ruling group", as you state, then I would not have stated in an earlier posting, "the Political Parties can be tarred with the same brush"! Perhaps you have a problem with factual evidence!
Our Councillors are notorious for having 'Handbags at ten paces' Public sessions with each other, so a report going to the Ombudsman from Swansea Council is not such an unusual event!
As you consider yourself to be such a well informed Social Interpreter, why don't you comment on the Bendy buses on the relevant part of this website!?”

The article is about Cllr. Holley's decision to report 32 fellow Cllrs. to the Ombudsman, at huge expense, on an issue that I would have thought could have been dealt with internally.

From your own list, the LC2 and the Bus Station are problems the last Labour led Administration failed to deal with! Social Services are problematic all over the UK. regardless which Political Party is in power at any given Council! The Slip Bridge was a Health & Safety hazard, so had to be pulled down! The Liberty Stadium should be self paying by those who are Party to the contract with the Council. The IT project should never have been contracted without specific, guaranteed assurances given by the IT provider! The Bendy buses have more than proven that they will be a great benefit to the city! It is only moaning car drivers and some people that don't use the Bendy buses, that appear to detest the Purple marvels! However, the Lib Dems management of Swansea Council hasn't exactly been as business like or strategically gifted, as we would like or expect!

“Could someone who actually supports this lib/dem council of ours tell us what have they actually done for Swansea which could be seen as good business. From comments read @ witness on many issue's these Lib/Dems councillors are not party orientate, but chances who would have been a member of any party so long as they could get into the financial bandwagon .”

Where have you been over the last few years, on your 'Trolly' days, Poll Dancer!?
Of course the Political Parties can be tarred with the same brush! MP's from all the main Parties had their noses in the same 'gravy train' trough over the Expenses! Some Local Council Politicians are no better at not working within the Publics interest! I am in no doubt that the Opposition Parties to the Lib Dem led Council would indeed do exactly what Hollley and his pals did! This is not being 'apologist' as you state, but being a 'realist'!
With regards to the Oppostion Parties abilities to show dissent, there is nothing to stop them doing this not only at normal full Council meetings, but in the press and other media channels such as internet sites, which they do have! The problems the Swansea electorate have with the Opposition Parties, is that they are, sadly, not a credible Opposition in the first place! We have the Conservative leader in the Council, a former Lib Dem Councillor, making ageist comments and the leader of the Labour group, David Phillips, attacking the country's leading Supermarket group, Tesco, recently for their investment in our Region! We are so blessed with such enlightened individuals!
As I have already stated, it is not always possible to be fully open in government due to Financial & Legal considerations and this would apply to whoever was in charge of County Hall's keys! However, if openness is promised, openness should be delivered (that takes into account the above Caveats)!
The three main Parties have all been guilty of putting their 'schoolyard antics', into the hands of the Public Services Ombudsman!
Lastly, Poll Dancer, I did not state; "To call the CCS leader and his group "Liberal Democrats.....", as you say, so I suggest a trip to Specsavers should be your next 'Democratic' decision!”

Trying to tar all political parties with the same brush is a standard ploy of someone who, at superficial level, seems to be apolitical but is in fact an apologist for the ruling group. Your suggestion that all political parties would resort to the same actions as those of Cllr. Holley is simply not true.
In 2004 Swansea LibDems were elected on an "openness and transparency" ticket. Since then, they have bungled their way through at an enormous cost.
EP readers have posted comments recently asking for reasons why Swansea's opposition Cllr.s do not protest about LibDem mismanagement. Well, the article above reveals but one example of how Holley & Co. deals with dissent.
Bear in mind, the 32 10kilo packages contain a draft report so, there will be more expense to come.
To call the CCS leader and his group "Liberal Democrats" is an insult to anyone who is either a liberal or a democratic or both.”
