Puppy farm plans criticised by group
RETROSPECTIVE plans to approve a dog breeding kennels near St Clears which has been running for the past five years have been criticised by an animal welfare organisation.
The application to continue to use three outbuildings on Llangynin sheep farm Penparc, by Myfanwy Roberts, of the same address, has been submitted through agents Owen Banks Planning and Development Ltd.
The building has been used as a fully licensed kennels since 2006.
The 750 sheep farm has 107 breeding bitches and 17 stud dogs.
It is stated there are no direct sales to the public, with wholesale trade only.
As well as the applicant, two part-time workers are employed on the site, with the current 12 month licence running until August 2012.
It has been stressed the "retrospective" application is purely due to a change in how this form of farm diversification is dealt with by planners.
Founder of local animal welfare group Cariad (Care And Respect Includes All Dogs), Linda Goodman criticised the application.
"Firstly, this begs the question of how a breeder can be operating with a license but without planning permission for so many years.
"We can only hope Carmarthenshire Council won't be as hasty as they have been in the past to forgive what is a serious breach. We also hope the council won't rush this retrospec- tive planning application through via delegated powers, thereby avoiding public consultation and the opportunity to oppose it.
"Yet again we find the human to dog ratio on this application completely unsatisfactory, with allegedly one full time and two part time workers for a declared 124 dogs plus their litters, and 750 sheep to tend."
She added: "Puppy farming is a vile business.
"At every step along the way, someone takes their pound of flesh. It is a multi-million pound 'industry' that is tarnishing the image of Wales around the world."
Speaking on behalf of the applicant, Richard Banks, of agents Owen Banks, said: "It's a case that the license and regulations have changed; the regulations are changing next year and we have to have planning permission.
"It's farming diversification; the advantages of Penparc is its remote location, there's a lot going for the property, if you're going to site one anywhere then Penparc is ideal.
"There are very high standards of care, that's echoed in the fact that a licence has been granted year-on, year-on. There are no issues in terms of any complaints, it's a very well run professional establishment.
"When other cases have gone before the planning committee they have recognised it's a valid form of diversification; it's been there for five years and there's no problem."
He finished: "It would be premature for Mrs Roberts to give any comment at this stage."

“It's not going to help jules. While this one may be prevented, plenty of illegal farms will be raised. I told these other folks what they need to do and they had no intention of doing it to help the animals, they are so set in their ways that none of them remember what it was I told them to do.
This is why puppy farming will forever be like it is.”

“I gave you all my thoughts about these farm's about two months ago, I told you what you had to do, you wouldn't accept it. I told how to persuade people to not go to these puppy farms, you shot me down. I told you how to make such a place a nation success, you all scoffed.
You are all part of the problem, you are not helping your own cause. And you gave what I said so much thought that none of you remember what it was that I said, despite it being a well thought, well contructive, logical post.

I wanted to congratulate you on your brilliantly simple yet insightful suggestion.
In fact, I think you should take the idea further. After all, if everyone in the country was prepared to volunteer their time for just a few hours per week free of charge to every ineptly run business, riddled with corrupt practices, and having no concern for the consequences of its actions, or impact on the community at large, our economic problems could be solved at a stroke.
