Puppies were sold without a licence
A CARMARTHENSHIRE man has been prosecuted for selling puppies without a licence.
Hywel John Walters, of Red Roses, pleaded guilty at Ammanford Magistrates Court to an offence contrary to the Dogs Act 1973.
The court was told Walters had been seen to be advertising puppies for sale over a long period of time.
Although repeated visits were made to his kennels at Upper Castle Ely, Red Roses, to advise him, he carried on selling puppies and didn't apply for a licence. In late 2009, a complaint was lodged a pup bought from Walters was sick, which led to a visit by officials to the unit. It was discovered there were several litters of puppies on the site, prompting an investigation.
At the time legal proceedings got underway, Walters began to make improvements to his kennels. He then applied for a licence which was recently granted. The court imposed a 12-month conditional discharge and Walters was ordered to pay £200 towards prosecution costs.

“This story is too sad for words. I cannot believe that Carmarthen County Council have given yet another appalling puppy farm a license.
Buyers beware, take note of this mans name and address and DO NOT buy a puppy from him. Puppy Farms produce sick puppies that incur huge veterinary bills and some do not make it to adulthood causing heartache. For every puppy bought from him he will breed another. If no one buys from him he stops breeding.
Anyone wanting to add a dog or a puppy to their family should get one from a rescue centre not a puppy farm. We need to end this appalling trade in puppies. Carmarthen County Council, licensing department should hang their head in shame for the suffering they are inflicting on thousands of dogs, some who never see the lights of day, or feel grass under their feet for their entire life, they are just breeding machines and never leave the tiny space they are forced to live in.
I also am eagerly awaiting to see the Welsh Assembly take action on these awful puppy farms.”

“What a fine example of Welsh justice at its worst. This man didn't deserve to be licensed, does Wales need yet another puppy farm to ad to the hundreds it already has? Most in Carmarthen , the puppy farmers paradise.
£ 200 fine is the price of one sick puppy so no deterrent at all, wake up judges!!
The badger cull has damaged the tourist trade and now people are becoming more aware they could be holidaying next door to a dog battery farm a lot of PR will be needed to gain respect again.
The WA tell us they will soon be clamping down on licensed puppy farms. We are watching closely.

“That's right let him break the law over and over again. Give him a conditional Discharge, charge him £200 costs (not even the cost of one pup) and then the Crowning Glory give him a license. Sick, sick, sick and no doubt Mr Phil the Dil Numpty Davies was happy to see him get a license to continue to breed sick pups.”

“These poor animals are over-bred and these tiny little mites are totally dependant on the owners they end up with - for some they will have lives of luxury, sadly, for others they will endure hell.
Isn't it time that people stopped breeding for money?”
