Powers key to M4 works
FIRST Minister Carwyn Jones has warned it would be a "disaster" if borrowing powers recommended by the Silk Commission are not devolved.
Mr Jones will raise concerns with the Westminster Government later this week about the issue and said that £1 billion improvements to the M4 motorway would not go ahead if they are not implemented.
Mr Jones said: "It'd be far better for everybody if they were simply to say — yes we'll accept the Silk recommendations, we can all move on."
A decision was initially expected in the spring.
