First Minister calls for new constitution
First Minister Carwyn Jones is to call for a new written UK constitution during a speech in Cardiff today.
In the speech at the Pierhead Building in Cardiff Bay Mr Jones will demand an end to 15 years of “ad hoc tinkering with the constitution” and to move towards a “durable lasting settlement”.
“Where it makes sense to take a decision in Wales, it should be taken in Wales,” he will say.
Mr Jones, who will reiterate his hope that Scots will vote for Scotland to remain within the union will also call on the UK government to fully implements the proposals of the Silk Commission on the devolution of tax and borrowing powers.
