A LLANELLI man who drove away from council officers after being caught dropping litter has been prosecuted.
Keanu Aston A.Johnstone, of Coldstream Street was found guilty in absence to the offence at a Carmarthen Magistrates' Court.
The court heard he was seen dropping a drinks can out of a car window in the B&Q car park in Parc Trostre by environmental enforcement officers on July 17 last year.
He drove away before they could take his details, but was later summoned to court, where he was fined £200 by magistrates and ordered to pay £400.11 costs and a £15 victim surcharge.

“"The council's environmental enforcement officers regularly carry out patrols and anyone caught throwing litter can be issued with a fixed penalty notice of £75 or even prosecuted in the magistrates court where they can be fined up to £2,500." (Carmarthenshire County Council)
Penalty notice issued - if ignored summons is issued - if ignored case is heard in absence - fines and costs just keep increasing.”

his fine was £200 they did not hand him the summons they watched him drive off, like i said easy option.the guy might have lent his car to someone, he might be out of the country possibly serving in the forces etc.
the fine way exceeds the crime, in his absence maybe he has not received a summons knowing how inept the dvla is possibly yhe wrong details.”

“To koujar:
The fine for littering is usually £50-£80.
If it has cost him £615 he probably ignored the original fine and then ignored the court summons as well.”

“absolute joke, how can it be such a high fine ??? people get much lower for serious crimes. b and q car park is becoming a regular haunt for these litter inspectors.
obviously the council has to generate income from their litter inspectors to cover their wages but a bill of that amount is absolutely ridiculous .
also i believe many of these litter inspectors take the easy option of documenting litterbugs from a distance and just sending them the summons through the post after a dvla check rather than handing the culprit the notification as there are many motorist culprits taken to court but very few pedestrian culprits summoned .”
