Housing monitor
ASSEMBLY Members are recommending an independent monitor to oversee progress in standards in social housing in Wales.
Established in 2002, Welsh Housing Quality Standard — or WHQ — sets targets in a range of areas, including ensuring properties are in a good state of repair, are safe and secure, are adequately heated, and contain up-to-date kitchens and bathrooms.
Members of the Assembly's public accounts committee say an independent monitor would help to achieve the targets.

“This is a legitimate cause for concern particularly with Housing Associations and especially the newly created ex council housing Housing Associations. Housing Associations spend public money and provide a public service and on the whole they do it very well but they are far less accountable for their actions than Local Authorities. The public can vote out their Cllr's and change ruling groups but HA tenants are stuck where they are, it would be nice if all social tenants had the right to transfer their property to a different social housing managing group in the event of dissatisfaction over housing management issues rents or repairs.”
