Health boards in budget plan claim
SOME health boards in Wales started the financial year without proper plans to meet their duty to break even, AMs have said.
And bailing them out time and time again is "unsustainable", according to Liberal Democrat AM Aled Roberts, who is a member of the Public Accounts Committee.
In its report, the cross-party committee said financial forecasting by some health boards appeared to be unrealistic and over-ambitious, while others had produced savings targets without identifying a realistic strategy to achieve them.
"The financial situation in our NHS is simply unsustainable," said Mr Roberts, AM for North Wales.

"Year on year we see the same old routine, yet still we are not seeing the improvements so clearly needed.
"It is astonishing that some health boards revealed that they never even had complete plans to break even in 2012/13."
He called on the Labour administration to get a better grip on the situation.
"This cycle of end of year bail outs can't continue," added Mr Roberts.

So does that mean that a Lib Dem government would put a cap on health spending in Wales?”

“I would rather see bailout of Health boards than people having to wait too long for important treatment. NHS is not an organisation that can be managed to everyone's satisfaction. If money runs out then someone's going to have to wait longer, spending on services has to be prioritised, and the decisions as regards that are extremely difficult and complex. e.g. may be a decision between mental health,childrens services or cardiac treatment. How does a freeze on cardiac operations until 1st April sound? Not very pallatable.”
