Greater cuts warning
DEVOLUTION of tax-varying powers to the Welsh Assembly could trigger cuts greater than those imposed by the UK coalition, a Swansea AM has warned.
Mike Hedges, who represents Swansea East, said block grants provided "certainty of income" to Wales, but the Silk Commission was currently considering whether to recommend devolving taxation powers to Wales.

He said: "If Wales reduced the rate of income tax there would be a shortfall in tax revenue and subsequent cuts in services. If Wales was allowed to increase the higher rate of taxation then there could well be movement of higher rate taxpayers into England."
