Jill Risdale from the Highways Agency said there were "long tailbacks" in the area - with queues stretching back about 12 miles to Magor in south-east Wales.

She said motorists should "avoid the area completely at the moment" and that the eastbound carriageway was likely to be closed until mid-afternoon.
