Councillor attacks £5m housing transfer consultation cost

A WAR of words has erupted over moves to hand nearly 10,000 council homes to a new landlord.

Leading protester, Councillor Martyn Peters, has attacked the £5.2 million cost of the consultation exercise. He reckoned this would cost the authority's 9,300 tenants more than £500 each.

But housing director Tony Clements has hit back at the accusations. He said: "It simply is not true that each tenant will have to pay such a sum to cover the cost of our consultation on this vitally important proposal.

"The £5.2 million Councillor Peters referred to is intended to cover the overall set up costs for the new organisation, should transfer go ahead, not the cost of the consultation. The cost of the consultation is far less than this, as we have said before. And these costs will be paid for by the Assembly Government, not the taxpayers of Neath Port Talbot."

The council agreed last year to hand over its homes to a tenant-owned organisation, as long as tenants support the idea. It says the transfer is the only way to meet tough new housing standards, because the new organisation could get money the council does not receive.

    “Tony Clements director of Housing for N.P.T.C.B.C. Who is he trying to kid? I would rather believe the moon is made of green cheese. I think he knows what he says it is not correct, but as director of housing, he is compelled by the council to deny it? What is he. A man or a mouse?

    “Sooner, rather than later, ALL council houses will eventually leave local authority ownership. They may be absorbed into an existing housing association, or into an entirely new organisation, such as RCT Homes or V2C at Bridgend.
    This has been a plan adhered to by both previous governments over several years. The reason, CONTROL.
    Housing associations and the new Independents do what they are told by government. It's "yes sir, no sir, three bags full sir". In the 1960's, local authority councillors would often object to increases in council house rents. This caused various governments much aggro amongst the local council house tenants, which the government did not want to deal with, therefore, the decision was made to eventually squeeze out "interfering councillors" from the housing equation. Since the 1960's, it is only the housing associations who have really built and developed social housing in the UK. The housing association route has been a far more expensive way of creating housing, e.g. there are very often 3 to 5 housing associations, with all their staff costs, to each local authority housing department. When you compare numbers of units in management, many housing associations consider themselves quite large if they own 1500 plus units. Many local authorities own 10,000 plus, with much smaller pro-rata staff numbers.
    It's all part of a government grand plan, which each government has followed, for complete CONTROL of housing.
    Don't believe me ?, pretty soon, all council houses will be a thing of the past !”

    “So the new housing organisation can get money not available to the council. WHY? If this is the case then a change in the law is needed urgently. I call on the assembly to sort this mess out and make the money available to every council to enable them to comply with the assemblies own rules.”

    “In other words they have spent all the money and are just passing on houses that need extensive repairs.

    Misprobably Gwalia housing will be the new landlords.

    Then the problems will begin.”

    “Jim of Seven Sisters is quite correct. Money is money and is not generated by magic. We have heard the old old story for too long now, the money cannot be used for anything else, it is earmarked for this. Poppycock, money is money and if it is misused it is misused. What happens if the stock transfer does not go ahead? Headed notepaper paid for, a logo paid for, expenses for all these people on a shadow board and salaries for directors should the transfer go ahead. Never ever have we seen so much waste of public money in this country and as people lose their homes and jobs daily it is immoral to use money in this manner. Tenants must vote to look after themselves and not to save the bacon of an organisation that can waste public money and then squeal that the figures are wrong. £5.2 million pounds to be spent to hand over 9,300 council homes, this is £560 per household Like it or lump it, this is what will be spent. It is worth noting also that employees of Neath Port Talbot County Borough Council are knocking doors to speak to the tenants and to tell them they have to vote yes or they will not get repairs done. Who is paying these officers, is their pay coming out of the £5.2 million? If so are they getting paid by NPT CBC also for being housing officers ? Perhaps the answer to this one will also be - squeal the figures do not add up. Figures do not lie, perhaps someone should tell Neath Port Talbot CBC this”
