Horses impounded are released to the owner on the production of a valid horse passport and payment of the relevant fine and veterinary costs, if appropriate. Our normal process is that, wherever possible, any unclaimed horses are chipped, passported and rehomed via horse charities.
How many times did the council prosecute owners for not having horse passports in 2010, 2011 and 2012?
None. When an owner turns up without a passport, then we take two forms of ID from them before giving the horse back. Trading Standards contact the owner to ensure the passport is obtained as soon as possible.
Are owners allowed to tether horses on council-owned land?
No, and we have discretionary powers to impound them.

“why dont they follow up and see proof if they have the correct facilities to house the horses in the first place...e.g.receipts for stabling...?”
