The coalition government is proposing a minimum alcohol price of 45p per unit in England and Wales to tackle irresponsible drinking.

The consultation says multi-buy offers and two-for-one promotions in supermarkets and off licences “that encourage people to buy more than they otherwise would” could also be banned.

Unveiling the measures, Home Office minister Damian Green told BBC Radio 4’s Today programme: “The point of having a minimum unit price rather than, say, increasing taxation, is that you can target ... the shops that do deliberately sell very strong drink very cheaply.

“It is just a fact of economics and indeed of life that if you put the price of a particular product up, demand for it goes down.”

A ten-week consultation on the proposals is expected to launch within days.

Officials believe the move could reduce total alcohol consumption by 3.3 per cent, while also cutting crime and lowering hospital admissions.

The news comes after Scotland legislated to impose a 50p minimum cost of alcohol per unit.

    Of course, Britain has got the most excessive binge drinking problem in Europe. As well as teenage pregnancies and you name it.
    But on the other hand there is no other European country with such a nanny state brigade as the UK, namely your great NHS.

    Get rid of it, let people again think for themselves, look after themselves and pay for themselves...and either fail and have a short live or succeed and help reduce the original problem.”

    “Incidents caused by alcohol must be a 100 times greater than those that stem from illegal drugs, add in the domestic violence and you only begin to see the extent of the misery that excess drinking causes. That is only the problems to third parties, extra is the ill health, physical and mental that comes with it for the drinker themselves. Overall the harm caused by alcohol far exceeds that caused by illegal drugs and I supposed for that reason alcohol is more strictly policed, those that advocate against restrictions use a Thatcherite free market model.”

    “What gets me about the whole subject is the general dishonesty.
    Nobody is really interested in people's health.
    The bare fact is they've found another source for squeezing money
    out of the general population.
    If anyone could prove to me that he/she was genuinely concerened
    I'd probably be happy to pay more for any type of alcoholic beverage.

    A friend of mine who lives in Sweden couldn't believe "how cheap" alcohol is over here compared to what the govenment imposed on extra taxes in Sweden, going along with alcohol only being available in government run outlets.
    And still they have a massive problem with binge drinking and alcoholism.
    Like in many other Scandinavian countries.
    She told me the Norwegians come to Sweden to buy "cheap booze".
    So it's even more expensive in Norway. And they really do have a problem with alcohol, up there.
    On the other hand, I have first hand experience in alcohol (i.e. red wine) consumption in mediterranean countries where even young children are being offered red wine/water to go with their lunch/dinner. No problems there!
    Imposing such a "health" tax on alcohol will only help the tax department (or not, looking at the money they are watsing on stupid ideas).
    That's why I personally don't think it's a good idea or will work at all.”

    “An health tax should be put on drink. They tax cigarettes and I know this have stopped a lot of people from smoking. These big companies are not worried about your health, only about profits.”
