MORE than 40 sites across Swansea have been looked at as possible sites for Gypsy travellers to call home.
Council leader Chris Holley said venues across the city and county have been looked at, including Langland.

Swansea Council is currently looking for a suitable place for a second official travellers site in Swansea.
Councillor Holley said: "We are in the process of working through where we would like one.
"We have done a trawl of 40-odd sites all over Swansea, including, I might add, Langland."
An official traveller site exists at Pantyblawd Road in Llansamlet, and the local authority is in the process of finding a second site.
In June, chief executive Paul Smith said the review of Gypsy sites was ongoing, although he was unaware of any specific sites being considered.
Councillor Holley was commenting following a claim the Assembly was attempting to take control of decisions on where sites should be located.
He said he would back the Assembly if it seeks law-making powers over the decision on locating sites.
He said: "If that is the case, fine. If Assembly Members want to decide, that is entirely up to them.
"I would be delighted to hand it (the decision) over to them."
Assembly Deputy Housing Minister Jocelyn Davies is reported to have told the Welsh select committee last week that the Assembly Government wants "power to compel local authorities to make provision for Gypsies and travellers" if there is "a properly assessed and clearly identified need".
Tories claim the Assembly is seeking to gain the authority to order councils to make provision for travellers' sites, rather than tell them which sites should be used.
An Assembly spokesman said: "It will enable us to propose legislation on social housing that reflects the needs and circumstances of Wales.
"It is far too early to be talking about what specific measures we would introduce once we have the powers."
AM Alun Cairns criticised any attempt to centralise authority over where traveller sites should be.
He said: "Removing the powers from local authorities would be a retrograde step.
"Many of us will recall local demonstrations over traveller sites in the 1970s and 1980s in and around Swansea.
"Swansea City Council, as it was then, made decisions in light of local feelings.
"If the powers are centralised to people a long away from the community, ignoring views of locals would be much easier — and wrong." To change the system, the assembly needs a Legislative Competence Order (LCO), or law, from Westminster.

“Clive--you certainly summed up this issue very nicely. These councillors like Holley and his gutless cabinet are always taking the easy wayout when and problems arise they blame every one else. Oh yes they are certainly found wanting. Yet they are earning rediculous salaries in doing What. Absolutley Nothing!. I hope this matter of these so called Travellers, Gypsy's,come ?.?.?.?. is just not swept under the carpet at more expense to us local-tax-payers. Time for Holley and His inept cabinet to GO!.”

“Are these people referred to here Gypsies,Tinkers, Travellers, or just caravan owners?
All other caravan owners have to pay site fees to park their vans, and they have to abide by the rules of the site or be thrown off the site.
one of those rules would include litter another would include proper use of and respect for site property.
Anyone who is inclined to take a visit to the illegal campsite at the park and ride car park at Swansea Vale, will find enough litter and human waste to fill a skip, If I were to allow my dog to foul the footpath I am up for a £1,000 fine, the council could earn themselves millions if they applied the same rules to the campers on that site, and as caravan owners should they not be treated exactly the same as any other person or caravan owner, with adherence to the same rules, regulations, taxes, as all other campers have to abide by? No one has to provide me with a camp site, except for profit, why should I have to provide one for others for free?
When the leader of Swansea council suggests passing the buck to the assembly, I am reminded of another who washed their hands because they also did not have the guts to take an awkward decision, at the end of the day its what you are paid for. Every elected person, Councillor, MP, AM has one primary function, and that is to represent those who elected them. Sadly this is not the motto of most of our representatives today and this issue is just another example of that failure,
I feel sorry for the residents and home owners (tax payers all) at Tre-gof Village who are a mere couple of hundred metres away from the site,
And what about those residents in Landore and the area around the Liberty Stadium, where all those who are quite rightly afraid to leave their vehicles in amongst those illegally pitched caravans, end up parking, making it impossible for the local residents to park near their homes, and almost impossible to move on the roads in the area whenever there is a match on,
I wonder how long it would take for illegally parked vans to be moved, if it were the car park at the County Hall that was being misused in the same fashion?”

“One should take note of John's views, he lives close to this site and has witness many misdemenous. Let us not argue amongsts ourselfs otherwise this problem will just fester and will never be resolved.
Ray Welsby has shown how certain councillors are just turning a blind-eye to this problem which in itself is just not good enough. Before this issue goes off line .What we local tax-payers want to know is.
(a) Who exactly are these people? are they Gypsy's-- Travellers--Squatters-- or Opportunists. Do they qualify for E.U . regulations
(b) What are these people's committment to the site e/g cleaniness of and maintenance, who in council is responsible for overseeing.
(c) Surely there should be a public inquiry into why councillors again failed to carry out their resonsibilities.
Before more of our City's land and finances are wasted by Chris Holley and his cabinet we as Swansea Tax-Payers need answers to the above questions. I believe perhaps it is time to bring in Swansea's own A/M's if this ruling council cannot give suitable answers.
They cannot keep turning a blind eye to this situation considering, how readily they are to close schools--and deprive the Disable and Elderly their many facillities.”

“James Sheridon: EUno we dont like it and Idont know any one that does .And I believe the people of the UK will kick in the EU in to touch in the future. It is totally corruped check out their accounts and we are talking in billions gone TA TA .Yes EU courts treat them diffrently the same as our courts the one that used the bottle had 34 months (out in 6 months) the gypsy that put the broken bottle in the cyclist neck had to issue an apology.I would call that a very speacial case. Thats down to the gut less LIBERAL leagal system ..Yes liberal if you know any of our councillors ask them what right did they have to give permission for those non travelling travellors to set up a site in the park and ride (thats why they lost the court case) that land belongs to us the people of swansea not the Libral Party .Get one of the highly payed councillors to explain it maybe they are also Gutless?....”

Whether we like it or not, EU law does (generally) take precedent over UK (or other Member state) law! Having looked at a number of Gypsy related cases brought before the European Courts a few years ago, I seem to recall that the European Courts treated the Gypsies as special cases in Proceedings regarding Gypsy sites! However, the act against the cyclist you described, was of a Criminal nature, more than 'Nuisance', so the Criminal law would be the 'route' to use, but would need to be 'strictly proven' when applied to get a Court conviction, as in any Criminal case.
My 'Nuisance' references were to imply such as the debris some Gypsy sites appear to generate when the Gypsies move on and the anti-Social behaviour of some Gypsies! I hope I have clarified to you, john, the points that I have previously made!”

Are you telling us that this british goverment cant govern this country because of laws made by politian from other countrys that would mean our goverment will never be able to resolve a problem like the gypsys. God help us when it comes to some thing that is really serious. All so you said the gypsys have a nuisance element mmm one young cyclist had a broken bottle pushed in his kneck by a gypsy boy and his mate hit the young cyclist in the face 3 times with another bottle. A nuisance a nuisance element coming to Langland and other areas soon.”

“Though it is useful to have Ray Welsby's inputs on the matter, it just goes to show how frightened some of our Councilllors are of the Gypsy issue, as regardless what I say, the Gypsies do have the protection of the EU, under EU laws, as I undersdand them. Hence why local, Regional and National governments have to tread carefully on such matters. Due to some Gypsy 'activities' having a Nuisance elements (and not all Gypsy people are bad people), I can understand the concerns of some of Swansea's 'NIMBY's!”

“Mr Welsby I take my hat of to you. Youve got guts to go there on your own.Mostof the people who have sent emails to this site really dont know or under stand what we are dealing with.These are not fun loving peace full people they are nasty violent scum .But not all there are some law abiding clean gypsys and they are terrified of these so called travellers.I know of quiet a number of people who have been attacked by these travellersthe police their hands are tied by the human right perverts.The site people should see is the park and ride Llansamlet get out of your cars and have a good look you will need wellies and a vomit bag .I have taken a DVDand lots of photos I hope to have them on the internet soon just in time for the next election I should do our so called local councillors a favour..”

“Now we have a true insight, by(Ray.Welsby) on how many councillors who are supposed to represent their wards, just do not want to deal with any real problems. This situation is just not good enough, there should be an inquiry. Councillors must be held accountable, after all they are receiving enough of our finances plus perks and expenses for doing WHAT?.
Still no reply from Peter Black who contributes many comments if ahyone dares to be critical of these Lib/Dem.councillors, or even Chris Holley on his salary of between £80,000--£100,000 with his expenses and many perks. While they are closing schools for our children.and depriving the disable and elderly their facillities, they are bending over backwards in using more of Swansea land helping these travellers at more expense and cannot be bothered to visit the premises to ensure that these people are genuine and abiding to the regulations . What another sham by a total inept ruling council. E.P if you want to sell more papers and be of service to the Swansea public how about investigating the council and their handerling of this travellers issue. I am sure "Ray Welsby" will provide you many details.”
